Graduated from Beijing Institution of Commerce (Today’s Beijing Technology and Business University) and was the visiting scholar of the University of Chicago. Prof. Cao took the positions as deputy division chief, division chief and deputy bureau director successively in the Rural Policy Research Office of the CPC Central Committee Secretariat, the State Commission for Restructuring the Economic Systems and the Ministry of Commerce. Besides, he was granted the qualification of research fellow and senior research fellow by China Academy of Social Sciences and the State Planning Commission. He is the first Certified International Credit Executive (CICE) of Finance Credit and International Business (FCIB) in mainland of China.
In 1993, he established Huaxia International Business Credit Consulting Co., Ltd. and has been the Chairman and President until now. He has been the Chairman of Shanghai Huaxia D&B Business Information Consulting Co., Ltd. since 2006.
He is the Secretary General of the Permanent Secretary of Federation of Asia-Pacific Retailers Associations and the Excutive Director of the Loss Provision Committee of China General Chamber of Commerce.
Licheng Niu, Director
Was executive deputy minister of State Administration of Taxation of China and has been highly respected in taxation system. After his retirement, he established China International Taxation Consulting Company and China Taxation Consulting Association. Now he is the advisor of the company and the honor Chairman of the association.
In1993, he helped Professor Cao to set up Huaxia Credit and has been the director until now.
Barry Connelly, Executive Advisor
Retired president of Consumer Dada Industry Association and is very well known in the consumer credit reporting Industry worldwide. He is well recognized by several countries government as the experts.
From 1982 to 1991, he was elected to five terms as a member of the House of Representatives in the Texas Legislature.
He first began advising Professor Cao in 1998 and is the Director of Huaxia DB China.
Mrs.Shuzhen Wang, Director
She had worked at the Ministry of Commerce since 1966 and took the positions as section chief,deputy division chief and division chief successively.
She was the deputy secretary-general of Communist Party Committee in The Nation Commercial Information Center of China.
She was the bureau director and legal representative of The Nation Commercial Information Center of China.

She is a cofounder of Huaxia Credit and is CFO and vice president.
Mei Zhu, Director
Graduated from People’s University of China and successively worked in the Ministry of Commerce, the Ministry of Internal Trade and the State Bureau of Internal Trade.
She is a cofounder of Huaxia Credit and was deputy general manager of credit reporting department, general manager of market research department, assistant president and vice president.
Ziliang Wang, Executive Assistant of Board Chairman
Graduated from Light Industry University of Qiqihar and received master degree from Finance Collage of People’s University of China.
He joined Huaxia International Business Credit Consulting Co., Ltd. in 1996 and was deputy general manager of consumer credit reporting department, assistant president, vice president.
He is executive vice president.
Gang Li, Assistant of Board Chairman
Graduated from Ryutsu Keizai University of Japan and received both bachelor and postgraduate degree. He joined Huaxia International Business Credit Consulting Co., Ltd. in 1999, and successively acted as general manager of HR department, general manager of administrative department, vice president.
In 2006, he was general manager of credit reporting division of Shanghai Huaxia D&B Business Information Consulting Co., Ltd.
From 2007, he is deputy general manager of Beijing Huaxia International Consumer Information Consulting Co., Ltd.
